In an exclusive statement to Libya Herald, Mahmoud Al-Futaisi, Director General of the National Economic and Social Development Board (NESDB), said today that implementation is the true test of national strategies.
The statement came after the delivery of the approved strategies to the Prime Minister which represents a significant turning point in the national planning process. This, he added, moves these documents from the stage of preparation and adoption to the stage of actual implementation and the measurement of impact and results.
The statement followed the Tripoli based Libyan Prime Minister, Abdel Hamid Aldabaiba, receiving a package of National Strategies prepared by the NESDB and adopted by the government from its Director General, Mahmoud Al-Futaisi. This is in preparation for their implementation and monitoring of their outcomes on the ground.
The NESDB said is step comes within the framework of transitioning from the stage of preparing and adopting strategies to the stage of practical implementation. Ministries and relevant authorities will be responsible for implementing them according to their respective mandates, in order to achieve the established development goals.
It was also decided to monitor the implementation of these strategies in coordination with the Minister of State for the Affairs of the Prime Minister and the Cabinet, to ensure the integration of government efforts and accelerate the pace of achievement in accordance with national priorities.
In his exclusive statement to Libya Herald, Al-Futaisi added that the NESDB has worked over the past years to prepare a package of National Strategies using a scientific methodology and with broad participation from relevant stakeholders. He emphasized that the real challenge begins now, through implementation, follow-up, and continuous evaluation to ensure the achievement of the targeted objectives.
He pointed out that the success of National Strategies is not measured solely by the quality of their preparation, but also by their ability to be transformed into programmes, projects, and public policies whose effects are directly reflected in the lives of citizens and the level of services and economic and social development in the country.
He added that this step reflects the government's commitment to activating approved plans and strategies and transforming them into executive programs and projects that contribute to supporting economic and social development and enhancing the efficiency of government performance.
